Comprised of seven volunteer members, the Foundation Executive Board conducts its administrative duties in accordance with the Foundation Charter. The Foundation Executive Board is responsible for the administration of the Branch Offices as well.

The Foundation Headquarters generates solutions to the problems related to the mentally disabled that are experienced in our country, conducts meetings with the Grand National Assembly of Turkey representatives, the Prime Minister, the pertinent ministers, and upper level bureaucrats, and presents its verbal and written proposals. At each level the Board fulfills all the work necessary to ensure the timely, correct, and healthy issuance of the laws and regulations concerning the mentally disabled. It also assumes active duty at such organizations as the Federation of the Mentally Disabled and the Sports Federation of the Mentally Disabled.

In order to facilitate the offering of education and rehabilitation at the highest level of western standards, on its property at Gölbaşı, the Foundation Headquarters establishes the necessary facilities and provides the personnel required for these establishments; it takes all the needed precautions and carries on the necessary duties to make sure that the Foundation can act as the model for the other organizations in the country which offer the same services.

Coordination between all branches is facilitated by way of meetings with the Branch Directors at specified times throughout the year. The Headquarters follows up on all the laws, bylaws, and regulations related to mental disabilities and the individuals concerned; it informs the branches in a timely manner and facilitates abiding by these rules. The Headquarters controls the financial affairs of the branches and takes the necessary precautions concerning their financial problems, working closely with the branch in need.

As this is the foremost aim of the Foundation, all necessary precautions are taken by the Headquarters to make sure that the education and rehabilitation services are given at the same high level of achievement in all the Branches. Pertinent education programs are prepared at the Foundation Headquarters and distributed to the Branches. Under the leadership of the General Headquarters Education Director, biannual meetings are organized by the Headquarters to provide for education coordination between the Branches. It also provides inter-organizational education service to the education personnel at the Branches. It informs the Branches on the new technologies developed concerning education and facilitates their application.

Since it requires great expense and special effort, the contributions of our State to the education of the mentally disabled have not been sufficient. The Foundation Executive Board carries out its activities bound to the principle ‘State and public hand in hand’; thereby, it prepares and executes many activities, such as charity fairs, receptions, banquets, festivities, invited tea events, concerts, trips, with the contributions and participation of its volunteers, in order to introduce the Foundation to the public, to communicate its objectives, and to create a positive public opinion, to provide for the acceptance of the mentally disabled as members of the society.
